From the present telegram it would appear that the activities of the Prench Degetion in assisting French exporters of arms

to obtou the neo e any Ceutral Government "huchaca" are not as described by this moneger of the Jardine Engineering Cormoration (ece oking telegren No. 178).

512 John Simon sees objection to the suggestion that anglicctio for "huchaos" which have already been, or are. likely to be roruced, should be forwarded through His Majesty's

Ingebion. Such a procedimo would, in his opinion, be tentamount to putting pressure on the Chinese Government to

allow the inportation of arms which they did not desire to see

inmorted. The Board will appreciate that as such it would be

open to strong and not unjeatified criticisa both in this

country and in China.
